This class definition addresses the response DB. It is instantiated and
used 3 times during the eis_mk_plan process. 

It takes as inputs "tlc" and "triggers". The former is an object
container (IDL_container) consisting of the timeline DB entries of
the selected plan. The latter is a structure array, created by the
method "eis_timeline_container::detect_trigger_studies" - one entry
for each TL entry which is a hunter study.

1. When clicking the "Check Trigger/Response Properties". This is purely
   for testing that the parameters are valid before proceeding with
   CPT

2. CPT - both gui and command-line versions.
