ACRONYM: flare_precursor

This is a modified version of #458 cam_flare_diag that increases the
exposure time but reduces the cadence by limiting the FOV. It is designed
to run with DKIST (HOP 529).

Perform a high-cadence (1m 39s) small (16"x120") sparse (2") 
raster over the active region polarity inversion line with the 2" slit 
and 10s exposures.
