December 4, 1998 SPWG Meeting Minutes

0. Announcements
* On January 15, Paal Brekke will join the ESA Project Scientist Team.
1. Review of action items
- None Open
2. SOHO Re-Certification Board Conclusions and Recommendations
- The Board acknowledges the outstanding achievements of the SOHO Recovery Team.
- The spacecraft is operating in a sun pointing mode with all instruments
on and collecting high quality science data.
- Roll gyro redundancy has been lost, which increases the risk associated
with recovery from future spacecraft anomalies.
- The Board endorses implementation of several measures to increase ground
system effectiveness in order to reduce risk to operations.
- Recommendations include a strengthened management structure and processes
with increased staffing and includes a phased approach to transition to
normal operations.
- Implementation of the response to the recommendations will contribute
significantly to the mitigation of risk of future operations and ensure
the obligations of both agencies.
For the time being, the spacecraft will remain under control of the ESA
Recovery Manager. There will be a new SOHO Program Office, staffed by
a NASA Program Manager and an ESA Program Manager. Instrument teams should
see no difference with the exception of making changes to TSTOL procedures.
The requests will be submitted to a configuration control board (CCB).
Instrumenter requests shall be submitted to SOCs who will forward
them to the CCB.
3. Preview of future months / Boundary conditions for the coming month
- DSN on XMAS & New Year. Reminder, shortened DSN contacts on
these days -- enough to dump SSR and MDI magnetograms only.
- MDI Continuous:
* 03:25 January 14th - 22:10 January 19th
MDI OCD Deadline is 5 January at noon local time.
* 3-month continuous starts on February 28th
still TBD which month is best-effort depending upon WIND maneuver
in April.
- 6 hours SVM reserved TR Maintenance & ACU Memory Dumps,
Still to be confirmed if we can move the date to Sunday
31 January 1999; rather than Monday 1 February 1999.
- Upcoming Maneuvers:
* 21 December, MM & SK (130 grams)
* 28 January 1999, MM & SK
- MEDOC Campaign in January
Since a maneuver falls during the MEDOC campaign, SUMER will
switch-on earlier (January 7) to perform a SUMER only 80 hour
study (Sun as a Star). MEDOC campaign start date will remain
on 11 January and will end when instruments close doors for
the maneuver. First weekly meeting for MEDOC campaign will
be on Thursday, January 7. They will have weekly meetings
on Thursdays so that teams at the EOF can create IAPs on
Thursday afternoons per usual.
The observations scheduled by J.C. Vial have been placed into
the monthly calendar. Since the monthly calendar is not
currently mirrored to the ESTEC site -- the monthly calendar is
appended to these minutes.
4. Priorities for the coming month
a) Individual instrument plans
------------------------------
TRACE -- continues its "eclipse season" for all of December and January,
during which the orbit contains sunsets and orbital nights up to ~25
minutes long. Our observations will be limited to occasional full disk
mosaic images or perhaps part-time flare watching on promising active
regions..... In the last 2 weeks, mosaic observations have been fairly
successful, though a variety of nuisances caused by the sunrises & sunsets
have prevented us from getting a nice time series of mosaics of any length so
far.
TRACE will not take part in joint observing again until eclipse season
ends and normal operations resume in mid-February. If there is an SPWG
meeting in January to discuss February operations, a TRACE
representative will be there to take an active part in the planning.
Proposals for JOP participation for 1999 are welcome and may be sent to
any member of the TRACE core team; tarbell@lmsal.com and
schryver@lmsal.com are good contacts.
MDI -- Priority given to active region targets in the MDI high resolution
field of view. Will devote first 24 hours of continuous contact to
support of JOP022 with SUMER during the MEDOC Campaign.
EIT -- Will do a bake-out prior to the MEDOC campaign but not exactly sure
when they will do this. Synoptic and CME watch continue.
LASCO -- Synoptic and C1 testing continues.
SUMER -- Programs outlined in MEDOC campaign. Second week of MEDOC campaign
seems suited to SUMER detector A programs.
CDS -- Plan on a Christmas/New Year Long Duration Study: Probably a wave study
repeated over many days, but other long-term raster sequences being considered.
Expect to finish on or about January 4th. Leader: Andrzej Fludra (RAL)
During MEDOC campaign, Week of January 18 (probably the 20th for 2-3 days):
CDS Real Time velocity event study, monitoring and selecting pointing in real time
from MEDOC. Leader: Dave Pike (RAL) and Helen Mason (Cambridge)
UVCS -- Still trying to find a planner for the last week of the MEDOC campaign.
UVCS would like the CDS plans for NEAR support by Thursday, December 10 --
so that they can determine how to shift their synoptic program if necessary.
b) Intercalibration activities
-------------------------------
- ICAL01 ideally would like to run the third week of the MEDOC campaign
when Udo Schuehle is planner. However, since the third week of the
MEDOC campaign was shortened due to the maneuver -- it is uncertain if
Udo will be planner that week. Action is now on the SUMER team to
suggest a date to run ICAL001.
c) Joint observing plans
------------------------
- Submode Schedule: Submode 6 until January 7. January 7 at ~ 16:00 UT,
switch to submode 5 for SUMER turn-on. Probably switch back to submode
6 after SUMER door closure for maneuvers on January 28 (will be sorted
out after maneuver timeline is created).

Proposal for a Joint SOHO-GBO Campaign to Study Chromospheric
and TR Oscillations from Peter Heinzel and Werner Curdt
Internal SOHO test run during the MEDOC campaign and run the
full JOP in the middle of the year with Canary Island GBOs.

from the JOP authors.
